I’m pleased to share the final report from the external review of the University Secretariat, McMaster’s central governance engine, which provides valuable support across a wide spectrum of responsibilities, including supporting the Board of Governors, Senate and the University Planning Committee and their committees and councils, facilitating university policy development, coordinating Senate and Board elections, overseeing the process of tribunal hearings and overseeing information governance and compliance with privacy law.
This comprehensive review provides insights into the strengths and value of the Secretary and Chief Governance & Privacy Officer and her team, particularly their dedication to service and the particular importance of their guidance during this time of significant change among the university’s senior leadership. The review also identifies opportunities for helping the team to resource and streamline its important work.
The review team, with membership from The University of Saskatchewan, the University of Toronto, Waterloo University and McMaster University, provided a thoughtful and thorough analysis of the Secretariat’s operations, relationships, and contributions to McMaster’s mission.
Their expertise in university governance, processes and accountability – including managing the delicate balance between privacy and transparency – has resulted in a report that will guide the future direction of this critical department.
The review highlights several key strengths of the Secretariat, including its spirit of service, efficient and responsive operation, deep expertise, strong relationships and commitment to excellence, openness and transparency.
The report also identifies opportunities for enhancement, particularly around clarifying certain roles and responsibilities regarding policy development, streamlining work using technology, resourcing the increasingly volume and complexity of work regarding privacy, and simplifying processes regarding hearings.
I extend my sincere thanks to the members of the review team for their thoughtful assessment and to all members of the McMaster community and our external partners who participated in this review.
Your contributions have helped us better understand how we can build on the Secretariat’s impressive strengths while addressing areas for improvement. Senior university leaders will work with the Secretariat’s leadership team to review the recommendations in this report. We value the work of the University Secretariat and remain committed to supporting the team in its vital work.
Sincerely,

Susan Tighe
President and Vice-Chancellor
